Yayasan Pendidikan dan Kebudayaan Indonesia-Belanda in Surabaya
YPKIB -abbreviation of Yayasan Pendidikan dan Kebudayaan Indonesia-Belanda- was established on June 9, 1995. The occasion took place at the Shangrila Hotel in presence of Mrs. Dyah Ambarwaty Setyoso, a Notary in Surabaya, who then confirmed it by the Notarial Act No. 29.
At that time, there were many private Dutch language courses in Surabaya which had been inactive for a long time. These courses were coordinated by Mrs. Henny Sasabone, a senior Dutch language teacher. Then, at the beginning of 1995, Prof. Dr. H.S.M. Soeatmadji was requested by Mr. Frank van Gelder (the former Honorary Consul of the Netherlands) and Mrs. Inge Burger to establish an institution to incorporate all private Dutch language courses.
The aim was to make the language courses more “official“ so that they can be connected with Dutch institutions that could back them up in developing the curriculum as well as upgrading the teachers with trainings and eventually upgrading their experiences by attending courses in the Netherlands and Jakarta.
The cooperation was naturally with the Netherlands Embassy, Erasmus Huis Cultural Center, Erasmus Language Center and the NTU (Netherlands Language Union).
Mr. Moh. Noer - the former East Java Governor, also one of Surabaya’s senior citizens- was requested by Prof. Soeatmadji as patron of the institution. He accepted the request and proposed education development programs and improvement programs for small and middle class businesses as part of the institution’s activities.
The initial board members were:
- Chairman: Prof. Dr. H.S.M. Soeatmadji
- Vice-Chairman: Laksma (Purn.) H. Sukono Tjitroredjo, SE
- Secretary: Mrs. Dipl. Ing Sylvia Kho-Pangkey, MBA
- Treasurer: Mr. Agoes Soebroto.
Mr. Christian Oesman Arsjad together with the honorary council of the Netherlands , were requested to fulfill the position of advisors.
Besides the above board members there were also three coordinators, namely :
- Culture Coordinator: Mr. Kabul
- Language Course Coordinator : Mrs. Henny Sasabone
- Small and Middle Class
- Trade Coordinator: Mr. Sukono Tjitrorejo

During that period, the YPKIB/Dutch Language Course was located in one of the rooms of the French Cultural Center at Jl. Darmokali no. 10. On December 27, 1995, it moved to the ITS Building, Jl. Cokroaminoto 12 A, 4th Floor.
The rooms where YPKIB is now housed were due to the assistance of Prof. Ir. Soegiono (former Rector of the ITS), Mr. Brouwer (the Ambassador of the Netherlands, at that time, and Prof. Ir. Doddy Tisnaamidjaya (Dir.Gen. of Professional Education).
Mr. Brouwer had special attention for the YPKIB and stopped by every time he visited Surabaya.
Cooperation was formed with the NTU / the ETC, from which the YPKIB received donations in the form of books and workshops for the teachers in Jakarta and Holland aiming at increasing the quality of the language course.
Today, at the age of twelve, YPKIB still exists by organizing cultural events (in cooperation with the Royal Netherlands Embassy / Erasmus Huis Cultural Center) four times a year. Its Dutch language course has an average of 350 students yearly and a small library with 2.576 books.
